Passport address proof in Pune if you live on rent
Yes, you can apply for a passport in Pune if you live on rent or come from another city or state. You apply from your present address, so you only need to prove where you live in Pune now. A registered rent agreement, an employer or college letter, a bank passbook with photo, a utility bill or an Aadhaar card updated to your Pune address all work.

Which address proof works if you live on rent in Pune?
Passport Seva needs one document that shows your present address. It does not have to be Aadhaar, and the address does not have to match your birthplace or your permanent address. Any one of these is enough:
Registered, not just notarised
In Maharashtra a leave and licence agreement is registered with the sub-registrar, usually online. A notarised agreement on stamp paper is often not accepted as address proof. Check that yours carries a registration number and has not expired.
What to use, depending on your situation
Most people who move to Pune fall into one of these four groups.
Working professionals

If you live in a hostel or PG away from your parents, a bonafide certificate from your college on its letterhead serves as proof of your present address.

There is no minimum stay. If you have lived at your Pune address for less than a year, the form also asks for your earlier addresses, and verification can take longer.
Already have a passport with your hometown address?
An old address does not stop you travelling, and your passport stays valid until its expiry date. When you renew it in Pune, you apply with your present address and one Pune address proof, and the new passport is issued from here.

Police verification when you live on rent
Verification is done at the present address on your application, by Pune City Police or Pimpri-Chinchwad Police depending on where you live. Tenants are verified the same way as owners, but officers sometimes speak to the landlord, a neighbour or the society office to confirm you live there.

Is a rent agreement valid address proof for a passport?
Yes. A registered rent agreement in your name is on the Passport Seva list of accepted address proofs. In Pune this is the registered leave and licence agreement.
Is a notarised rent agreement accepted for a passport?
Often not. Passport offices generally expect a registered agreement. If yours is only notarised, use another proof such as an employer letter, a bank passbook with photo or an updated Aadhaar.
My Aadhaar has my hometown address. Can I still apply in Pune?
Yes. Aadhaar can still support your identity and date of birth, and a different document can prove your Pune address. You can also update the address on your Aadhaar first.
How long must I have lived in Pune before applying?
